November 13th 1933 to October 15th 1934 (10 Meetings)

 

The Minutes of the Meeting held on November 13th 1933 included the following:

 

Council Resolution 31,286: That, pursuant to the Birmingham Corporation Act, 1919, and of the Regulations made thereunder, the following persons be, and they are hereby, appointed to serve on the Bank Committee until the 9th November next, and to act as the Committee of Management for the Birmingham Municipal Bank, viz: Aldermen Barrow, Sir Percival Bower, Gelling, Poole, and Simpson; Councillors Cooper, Hume, Martineau, Morland, and Yates.

 

The Bank Committee RESOLVED:

 

4949   That Alderman R R Gelling be re-elected Chairman of this Committee for the current municipal year.

 

4950   That the ordinary meetings of this Committee be held, when possible, on the 3rd Monday in each month (except August and September) at 11:30am.

 

4951   That the following Members of this Committee be appointed the General Purposes Sub-Committee for the current municipal year, viz: Aldermen Barrow, Sir Percival Bower, Gelling, Poole and Simpson; Councillors Cooper, Morland and Yates, and that the following powers and duties be delegated to such Sub-Committee subject to the confirmation of this Committee where necessary:

 

1. to deal with all appointments and all questions relating to the salaries and wages of the Staff.

2. to deal with the reports of the auditors of the Bank.

3. to deal with all questions relating to the purchase or renting of premises or land and the erection or adaptation of premises.

4. to consider all questions of policy and other matters not delegated to another Sub-Committee.

 

4952   That the following Members of this Committee be appointed the House Purchase Sub-Committee for the current municipal year, viz: Aldermen Barrow, Gelling and Poole; Councillors Cooper, Martineau, Hume and Yates; and that the following powers and duties be delegated to such Sub-Committee, subject to the confirmation of this Committee where necessary:

 

to deal with matters relating to the House Purchase Department of the Bank.

 

4953  That the following members of this Committee be appointed the Finance Sub-Committee for the current municipal year, viz: Aldermen Barrow, Gelling and Poole; Councillors Cooper, Hume and Martineau; and that the following powers and duties be delegated to such Sub-Committee, subject to the confirmation of this Committee where necessary:

 

1. to deal with all requisitions for supplies.

2. to deal with all accounts.

3. to deal with questions relating to propaganda and advertisements.

4. to deal with financial or statistical returns.

5. to consider the investment of the funds of the Bank and to make recommendations thereon.

6. to consider questions affecting insurance and to make recommendations thereon.

7. to deal with applications for the purchase of allotments.

8. generally to deal with matters of a financial nature affecting the Bank not specially referred to another Sub-Committee.

 

4954   That the meetings of the Sub-Committees be held, when possible, on the second Monday in each month (except August and September) at the following times:

 

General Purposes Sub-Committee 10:30am

House Purchase Sub-Committee 11:15am

Finance Sub-Committee 12 noon

 

4955   That the Chairman (Alderman Gelling) be nominated as the representative of this Committee to serve on the General Purposes Committee of the City Council.

The Minutes of the Meeting held on November 12th 1934 included the following:

 

Council Resolution 31,771: That, pursuant to the Birmingham Corporation Act, 1919, and of the Regulations made thereunder, the following persons be, and they are hereby, appointed to serve on the Bank Committee until the 9th November next, and to act as the Committee of Management for the Birmingham Municipal Bank, viz: Aldermen Barrow, Sir Percival Bower, Gelling, Hume, Poole, and Simpson; Councillors Cooper, Elcock, Godrich, Martineau, Morland, and R C Yates.

 

The Bank Committee RESOLVED:

5250  That Councillor A H Cooper be elected Chairman of this Committee for the current municipal year.

 

5251 That this Committee hereby record their appreciation of the manner in which Alderman Robert Raisbeck Gelling, JP, has presided over their meetings during the three years 1931 to 1934. They recall that Alderman Gelling has been a member of the Committee of Management continuously since the establishment of the Bank in September 1919, and that he rendered considerable assistance from 1916 to 1919 in connection with the temporary Corporation Savings Bank which preceded the Municipal Bank. The genial and courteous manner in which Alderman Gelling has conducted the business of the Bank during his chairmanship, and the devotion and enthusiasm he has displayed in all matters affecting the welfare of the Bank, have been much appreciated by his colleagues. In particular, they would refer to the prominent part taken by Alderman Gelling in connection with the erection of the new Head Offices of the Bank and the subsequent opening of the same by HRH The Prince George, KG. In thus recording their grateful recognition and cordial thanks to Alderman Gelling for his valuable services, the Committee express the hope that the Bank may long continue to benefit by his association and advice.

 

5252   That the ordinary meetings of this Committee be held, when possible, on the third Monday in each month (except August and September) at 11:30am.

 

Upon consideration of the constitution of Sub-Committees for the current year, it was:

5253   That the former General Purposes and Finance Sub-Committees be merged into one Sub-Committee to be known as the Finance and General Purposes Sub-Committee and that the following members of this Committee be appointed to serve on such Sub-Committee for the current municipal year, namely: Aldermen Barrow, Sir Percival Bower, Gelling, Poole and Simpson and Councillors Cooper, Morland and Yates, and that the Sub-Committee, subject to the confirmation of this Committee where necessary, be empowered to deal with all matters affecting the Municipal Bank not delegated to the House Purchase Sub-Committee.

 

5254   That the following Members of this Committee be appointed the House Purchase Sub-Committee for the current municipal year, namely: Aldermen Barrow, Gelling, Hume and Poole and Councillors Cooper, Martineau, Yates, Godrich and Elcock, and that the Sub-Committee, subject to the confirmation of this Committee where necessary, be empowered to deal with all matters relating to the House Purchase Department of the Bank.

 

5255   That the meetings of the Sub-Committees be held, when possible, on the second Monday in each month (except August and September) at the following times:

Finance and General Purposes Sub-Committee 11am

House Purchase Sub-Committee 12 noon

 

5257   That the Chairman (Councillor Cooper) be nominated as the representative of this Committee to serve on the General Purposes Committee of the City Council.
