The Minutes of the Meeting held on November 16th 1925 included the following:
Council
Resolution 27,410: That, pursuant to the Birmingham Corporation Act, 1919, and of the Regulations made thereunder, the following persons
be, and they are hereby, appointed to serve on the Bank Committee until the 9th November next, and to act as the Committee of Management
for the Municipal Savings Bank, viz: Aldermen Lovsey, and Simpson; Councillors Appleby, Baldwin-Webb, Cooper, Daniels, Gelling, Hampson,
Poole, Salt, Stephens, and Wright, and Mr Eldred Hallas.
The Bank Committee RESOLVED:
2167 That, subject to the confirmation of the City Council, Mr Councillor Appleby be re-elected Chairman of this Committee for the current Municipal year
2169 That the ordinary meetings of this Committee be held on the third Monday in each month (except August and September) at 11:30am
2170 The Committee considering that the duties heretofore carried out by the House Purchase and Finance Sub-Committees could be conveniently carried out by one Sub-Committee, it was decided that two Sub-Committees only be appointed, to be known as the Finance and House Purchase Committee, and the General Purposes Sub-Committee.
2171 That the following members of this Committee be appointed to serve on the Finance and House Purchase Sub-Committee for the current Municipal year, viz: Alderman Lovsey, Councillors Appleby, Gelling, Daniels, Cooper, Wright and Salt, and Mr E Hallas; and that the following powers and duties be delegated to such Sub-Committee, subject to the confirmation of this Committee, where necessary:
1. To deal with all requisitions for supplies.
2. To deal with
all accounts.
3. To deal with questions relating to advertisements.
4. To deal with financial or statistical returns.
5. To consider
the investment of the funds of the Bank, and make recommendations thereon.
6. To consider questions affecting insurances, and to make
recommendations thereon.
7. Generally to deal with matters of a financial nature affecting the Bank not specially referred to another
Sub-Committee.
8. To deal with matters relating to the House Purchase Department of the Bank.
2172 That the following Members of this Committee be appointed to serve on the General Purposes Sub-Committee for the current Municipal year, viz: Aldermen Lovsey and Simpson; Councillors Appleby, Gelling, Poole Stephens, Hampson and Baldwin-Webb, and that the following powers and duties be delegated to such Sub-Committee, subject to the confirmation of this Committee, where necessary.
1. To deal with all appointments,
and all questions relating to the salaries or wages of the staff.
2. To deal with reports of the Auditors of the Bank.
3. To deal with
all questions relating to the purchase or renting of premises, or land, and the erection or adaptation of premises.
4. To deal with all questions of policy and other matters not delegated to another Sub-Committee.
NOTE:
Charles T Appleby died May 13th 1926
Eldred Hallas died July 13th 1926
Percival Bower (the Lord Mayor) became Chairman of the Bank
after the death in office of C T Appleby
SPECIAL MEETINGS:
March 1st: to consider tenders for the reconstruction of Balsall Heath branch
May 18th: to consider the election of a Chairman for the remainder of the current municipal year
July 5th:
to consider (inter alia) a General Purposes Sub-Committee report regarding a forthcoming Parliamentary Bill;
and as to whether the number of Committee members should be increased following the death of two members

The Bank Committee RESOLVED:
2492 That, subject to the confirmation of the City Council under Standing Order XX, Mr Alderman P Bower, MBE, JP, be elected Chairman of this Committee for the current municipal year
2494 That the ordinary meetings of this Committee be held on the third Monday in each month (except April, August and September) at 11:30am the date of the April meeting to be considered later.
The Chairman stated that he had conferred with Alderman Lovsey and Councillor Gelling on the question of the delegations to the sub-committees, and they were of opinion that in view of the increasing importance of propaganda work in connection with the Bank and also the rapid growth of the House Purchase Department that the functions of the Finance and House Purchase Sub-Committees should again be divided between two sub-committees. After consideration it was [resolved]:
2495 That three sub-committees be appointed to be known as the General Purposes, the Finance and the House Purchase Sub-Committees respectively.
2496 That the following members of the Committee be appointed to serve on the General Purposes Sub-Committee for the current municipal year, namely: Aldermen Bower, Lovsey and Simpson; Councillors Gelling, Hampson, Poole and Stephens, and that the following powers and duties be delegated to such Sub-Committee, subject to the confirmation of this Committee where necessary:
