J P Hilton was appointed to the position of Manager of the Birmingham Corporation Savings Bank (BCSB) on September 18th 1916.

Frank Ellison was appointed as his deputy with the title of Assistant Manager.

These two officers retained their positions and titles when the Birmingham Municipal Bank superseded the BCSB.

On October 16th 1922, the Bank's Committee resolved:

that the Assistant Manager be given the title of "Assistant General Manager" and the Manager that of "General Manager".
