The Minutes of the Meeting held on November 14th 1921 included the following:

 

Council Resolution 25,625: That pursuant to the Birmingham Corporation Act, 1919, and of the Regulations and Rules made thereunder, the following persons be and they are hereby appointed to serve on the Bank Committee until the 9th November next, and to act as the Committee of Management for the Municipal Savings Bank, viz: Aldermen Lovsey, and Williams; Councillors Appleby, Fryer, Gelling, Higgins, Parnell, Poole, J R Stephens and Tiptaft; Messrs Neville Chamberlain, MP, Eldred Hallas, MP, and F W Daniels

 

The Bank Committee RESOLVED:

 

952    That Mr Councillor Appleby be and he is hereby re-elected Chairman of this Committee for the current Municipal Year

 

953    That the ordinary Meetings of this Committee be held on the Third Monday in each month at 11am

 

954     That the following Members of this Committee be appointed to serve on the Finance & General Purposes Sub-Committee for the current Municipal Year, with power to deal with all matters other than those relating to the House Purchase Department of the Bank, subject to the confirmation of this Committee, where necessary:

 

Aldermen Lovsey and Williams; Councillors Appleby, Higgins, Poole & Stephens; Messrs N Chamberlain, E Hallas, and F W Daniels

 

955     That the following Members be appointed a Sub-Committee for the current Municipal Year with power to deal with matters relating to the House Purchase Department of the Bank, subject to the confirmation of this Committee where necessary; such Sub-Committees to be known as the House Purchase Sub-Committee:

 

Alderman Lovsey; Councillors Appleby, Gelling, Fryer, Higgins, Parnell, Poole & Tiptaft

 

653     That the following members be appointed to serve on the House Purchase "B" Sub-Committee:

 

Councillors Appleby, Gelling, Keatley and Ward.

Council Resolution: That, pursuant to the Birmingham Corporation Act, 1919, and of the Regulations and Rules made thereunder, the following persons be, and they are hereby, appointed to serve on the Bank Committee until the 9th November next, and to act as the Committee of Management for the Municipal Savings Bank, viz: Aldermen Lovsey, and Simpson; Councillors Appleby, Fryer, Gelling, Higgins, Poole, Stephens, Tiptaft and Williams; Messrs Neville Chamberlain, F W Daniels (Treasurer for the time being of the Scholl Savings Banks), and Eldred Hallas, MP, and F W Daniels

 

The Bank Committee RESOLVED:

 

1251   That, subject to the confirmation of the City Council, Mr Councillor Appleby be re-elected Chairman of this Committee for the current municipal year

 

1252   That the ordinary Meetings of this Committee be held on the 3rd Monday in each month at 11:30am

 

1253   That the following members of this Committee be appointed to serve on the Finance Sub-Committee for the current municipal year, viz: Mr Alderman Lovsey, Councillors Appleby, Gelling, and Poole, Messrs E Hallas and F W Daniels, and that the undermentioned powers and duties be delegated to such Sub-Committee subject to the confirmation of this Committee where necessary, viz:

 

1. To deal with all requests for supplies.

2. To deal with all accounts.

3. To deal with questions relating to advertisements.

4. To deal with financial or statistical returns other than House Purchase Returns.

5. To consider the investment of the Funds of the Bank and make recommendations thereon.

6. To consider questions affecting insurance and to make recommendations thereon.

7. Generally to deal with matters of a financial nature affecting the Bank not specially referred to another Sub-Committee.

 

1254  That the following members of this Committee be appointed to serve on the General Purposes Sub-Committee for the current municipal year, viz: Aldermen Lovsey and Simpson, Councillors Appleby, Gelling, Higgins, Stephens, The Right Hon Neville Chamberlain; and that the undermentioned powers and duties be delegated to such Sub-Committee subject to the confirmation of this Committee where necessary.

 

1. To deal with all appointments and all questions relating to the salaries or wages of the Staff.

2. To deal with reports of the Auditors of the Bank.

3. To deal with all questions relating to the purchase or renting of premises, the purchase or renting of land and the erection or adaptation of premises.

4. To deal with all questions of policy and matters not delegated to another Sub-Committee.

 

1255 That the following members of this Committee be appointed to serve on the House Purchase Sub-Committee for the current municipal year, viz: Alderman Lovsey; Councillors Appleby, Gelling, Fryer, Higgins, Poole, Tiptaft and Williams; and that such Sub-Committee be empowered to deal with matters relating to the House Purchase Department of the Bank, subject to the confirmation of this Committee, where necessary.

 

 

SPECIAL MEETINGS:

 

January 1st: to confirm the purchase of 206 Rookery Road and consider the contents of a report to the City Council

 

April 30th: to consider (inter alia) the General Manager's Annual Report (year ended March 31st 1923); the purchase of a motor car; progress of junior clerks attending evening classes; staff gradings; and the heating of branches

 

June 4th: to consider the tenders received for the erection of Ladywood branch

 

July 9th: to consider a report regarding the reconstruction of Ladywood branch and alterations at Stirchley branch; to consider the desirability of obtaining Parliamentary approval to grant mortgage loans to depositors outside the city and to enable branches to be located in other Local Authorities
